Close Command prompt and select Continue to Windows. Type the following command to enable built-in admin account:. Press Windows+X keys and select Command Prompt(admin). I would suggest you to enable Built-in admin account and then try deleting the Library folder. How to do this? Ive been looking this morning So, since ive cleanly (I think!) deleted the accounts associated with the rob and rob_2 directories, the media service needs to be made aware to disregard these defunct accounts somehow. Ive found after a reboot I can delete the Libraries subfolder for each deleted account, but using ProcessMonitor, I see the WMPservice goes ahead and recreates them afterwards, at which point, I cannot access them again (as local administrator) until I reboot This is happening now for 2 deleted accounts, c:\users\rob and c:\users\rob_2. Indeed, the systemĮvent log has events for the service reporting "Media server: : was successfully initialized and is sharing media with network services. Ive done some more delving of my own, and it turns out the Windows 8.1 windows media player network sharing service is responsible for recreating c:\users\\appdata\roaming\microsoft\windows\libraries folder. 
I have taken ownership of C:\Users\rob\AppData\Roaming\Microsoft\Windows, but that hasn't helped much. I try and take ownership by clicking the change link im told I don't have permission to view or edit this objects permission settings. On the advanced tab of Libraries properties, the OS reports its unable to display the current owner. As an administrator Im told through the security tab of Libraries file properties that I must have read permission to view its properties. Whatever I have tried, I cannot get rid of the Libraries subfolder which stops me deletingĬ:\users\rob. However, it still contains C:\Users\rob\AppData\Roaming\Microsoft\Windows\libraries. To remove it completely (I didn't care about any remaining contents for that user). After that completed, I saw that the home directory for the deleted account on my C drive still existed, so I attempted a shift-delete Whilst logged in through an administrative account on my windows 8.1 laptop, I deleted a different administrator account.
